Mongol Revolutionary/ Government" agreed mutually to respect each other's territory. China protested in May, 1922, but without avail. Outer Mongolia is now, it seems, completely dominated by Bolshevik influence; and, according to a despatch from Mr. S.0. White, His Majesty's Consul at Dairen, dated the 13th January last, Colonel Yendo, the leader of a recent Japanese expedition into Mongolia was impressed by the degree of cohesion attained by the Goverment of Outer Mongolia under Russian tutelage. It was noteworthy that orders from the Central Government in Urga were effective in Ikujur. Judging from the presence of Russians and the frequent arrivals of Hissian men and even women, Russian influence appeared to be strong*.

Inner Mongolia is at present occupied by the Kuo-min-chfin, of which army the "Christian General Fêng Yi- hsiang is still the titular leader; and Colonel G.V.R. Steward, Military Attache of the British Legation at Peking, reported as follows on the 15th September,1925:- " Considering the relations of the Soviets with reng Yu-hsiang and their activities in Mongolia, it is apparent that the intentions of the Soviet Government are the following:-

(a) to gain complete control of the Mongolian Government, which at present is almost an accomplished fact;

(b) to get the complete monopoly of all trade, import and export in Mongolia, with the exclusion of all other nationals:

(c) to get the monopoly in the exploitation of the natural resources of Mongolia:

(d) to gain complete control of the north-west of China, with Feng Yu-hsiang as the figurehead, to counteract the influence of Japan with Chang Tao-lin in Manchuria:

(e) to make reng Yu-hsiang the strong man of China, and in that manner gain control over China and so strike a blow at

all other interested powers".
